Very interesting, original "Health Passport" from Italian city of Novellaria, certifying that the holder is free of communicable disease, principally Cholera and "Pest" or "Peste" -- bubonic plague. A bit worn, few small wormholes, as per scan. At this point in history people were dying from disease by the millions, and at certain periods people needed to be certified as healthy before they were allowed to travel or enter certain places. This states, literally that the holder is "without suspicion of the Peste.

The Tripolitania 12L frankings are scarce, as are doubly-flown covers. Longhi 698, CV EUR1800.
